NCC provides over 30 parking spaces for those displaying approved mobility parking permits. And, if a mobility space isn’t available, display of a permit in a standard timed space (you still need to pay the tariff) allows parking for double the allocated time up to two hours. Please read on below.

We provide parking for the mobility-impaired with more than 30 on and off street spaces for those displaying a CCS or Sommerville Mobility permit (or other approved permits).

If a mobility space is not available, display of a CCS Mobility permit when parking in a standard space will allow the cardholder to park double the normally allocated time in that space up to maximum of two hours. Note: When parked at a metered space, you are required to pay the initial tariff.

It is always appreciated when able-bodied drivers take a standard parking space after dropping off a person with mobility problems. This leaves more mobility spaces available for less mobile drivers.

Failure to display a current mobility permit while occupying one of these spaces may result in a infringement fine - even if you just forgot to put your card up! As of Tuesday 1 October, 2024, the fine for using a mobility carpark without a valid permit is $750.

Mobility Parking Review 

In August 2022, Napier City Council commissioned a review of the city's Mobility Parking, as part of the Disability Strategy.

MRCagney (NZ) Ltd. conducted the review, which included a survey of mobility parking demand, an assessment of projected demand, and a technical audit of current mobility parking spaces managed by Council (on-road). The purpose of the review was to determine the optimal number of mobility parking spaces for both present and future requirements, as well as establish the optimal location of future mobility parking spaces.

The results confirmed that some mobility car parks require remedial work and that demand for mobility parking will increase over time due to an ageing population.

Other recommendations included improving and standardising parking limits and signage, options for adding extra mobility parks within the CBD and Taradale, reviewing off-road mobility parks in Council facilities and reserves, and upgrading further carparks.
